International desk: In South Korea, the temperature drops to minus in these two months of December-January. Before and after these two months February and November the average temperature is below 4 degrees Celsius. The temperature fluctuates above 4 degrees Celsius during the remaining 8 months of winter and summer. That is, Bangladeshi workers can work in South Korea for these eight months. The country needs 1 million workers. For this reason, the South Korean government has decided that seasonal workers or part-time workers from abroad will work in that country. A worker will work during these eight months from March to October.

Korea

The demand for part-time workers is constantly coming from South Korea, a promising labor market. However, in the absence of a memorandum of understanding, South Korea's labor market is feared to be out of control. Bangladeshi workers are not able to go to South Korea due to lack of government sponsorship, even though seasonal workers have the opportunity to go to the country free of charge. A small number of Bangladeshi workers are going to the country through language training through the government-run BOSEL (Bangladesh Overseas Employment and Services Limited) in South Korea.

According to Bureau of Manpower Employment (BMET) sources, from June 1, 2023 to last July 28, 3 thousand 753 workers got jobs in South Korea through BOSEL. In order to maintain the country's labor market, the current interim government should arrange the signing of the memorandum of understanding between the two countries through diplomatic initiatives on a priority basis.

Korean language education is not required, nor is working ability required. If there is an opportunity to send seasonal workers (8 months) to the country, the scale of remittances will be heavy. If a seasonal worker gets a job in the country in return for a nominal service charge at no cost, they will get a salary of one and a half lakh taka per month. That means you will earn 12 lakhs in eight months. This will further strengthen the country's remittances.

In South Korea, part-time workers (seasonal) are being hired for jobs such as dry processing, vegetable gardening and marketing. Workers are now going to these sectors from some countries including Sri Lanka, Nepal, Vietnam, China, Philippines, India.

It has been found that the demand for part-time workers from South Korea is coming regularly. Bangladeshi workers in the country have the opportunity to come and go, stay and eat and have high salary at the expense of the employer. However, the private sector recruiting agencies are not able to send workers to the country due to approval complications. An agency could not send any workers due to visa complications despite getting approval after verification from the Bangladesh Embassy in South Korea.

Ajmeri Overseas Chief Executive Officer AM Masud said that last year, private recruiting agency KM International received the request to send more than two thousand workers. They collect passports of 700 workers from interested workers. After verifying the validity of the demand letter of 80 workers in two rounds, the labor wing of Bangladesh Embassy of Korea sent a letter to the ministry confirming it. Based on this, the Ministry of Expatriate Welfare gave permission to send workers. However, the Korean Embassy did not issue any worker visas. Because the employee's appointment letter was for 90 days. In this case, they need a C-4-5 visa. It's only for three months, which Korea doesn't give anyone when it comes to recruiting. Korea approves E-8 visa for B-term workers. A worker gets an opportunity to work for eight months. But for this visa there must be an agreement between the Bangladesh government and the local government department of the country.

Sources from the Ministry of Expatriate Welfare and Foreign Employment say that in addition to officially recruiting workers from various countries, Korea recruits workers in the agricultural sector through the country's local government departments. For this, the local government department of the country sending the workers has to sign a memorandum of understanding with the local government institution of that country. Now the negotiation of signing the memorandum of understanding with the local government department of the country is going on.
